HOWTO: Persistent HSCI Configuration

HiperSockets Converged Interface (HSCI), as provided by s390-tools v2.16, comes with the hsci tool for transient configuration. However, persistent configuration requires a few extra steps, which are documented for all major distributions in the following articles:
